Giancarlo founded PSIL after a career advising at the highest levels of the Government of Ontario — on the most complex and politically sensitive files a G7 jurisdiction faces.

As Executive Director of Policy in the Office of the Premier of Ontario, he worked across a broad portfolio spanning public safety, justice, critical infrastructure, transportation, housing, and procurement, for a province of fifteen million people. Earlier, as Director of Policy and Stakeholder Relations to the Solicitor General, he built his foundation in law enforcement policy, organized crime, and public safety technology — following earlier advisory roles across the Ontario government.

He holds a Master of Global Affairs from the Munk School of Global Affairs and Public Policy at the University of Toronto.

His work centres on one conviction: the people responsible for protecting communities deserve evidence that arrives before the crisis, not after it.
