An independent board sets PSIL’s mandate. No client, funder, or partner can direct what PSIL studies or what it concludes — the firewall is legal, and it is what makes the findings worth reading.

Each cycle, PSIL scans the horizon and consults frontline practitioners to find the questions no one else is answering. A topic earns its place on the agenda only by passing all four tests.

Every product starts the same way: leave the desk, sit with the operators, then model what the evidence says is coming. The mix varies by project — sometimes more, sometimes less, depending on what’s available — but these are the kinds of things PSIL does to ground the work.

Everything PSIL publishes passes a three-part internal review before release. Work that fails goes back — there is no deadline worth a weak finding.
